Shackled Bureaucracy
On Thursday a bench of Supreme court directed the state and central government to set up a Civil Service Board (CVS) who will manage the issues related to the Bureaucracy. Indian bureaucracy is in a bad shape as no officer can act against the ruling party in a state and get away with it. The consequences imposed are suspensions ,punishment postings and regular transfers. Ashok Khemeka has been transfered 40 times in a career of 21 years , that is an average of transfers in roughly every six months. How is an officer suppose to function if he is transfered every six months ? so probably the idea of transferring so frequently is deliberate to hinder functioning of the officer. Irony of Indian bureaucracy is that the most bureaucrats do not do what they are suppose to do , thus even a single step taken towards bearing ones duty honestly is celebrated as an act of courage by the nation and is taken with an equal hostility by the government .
Uttar pradesh's ruling party is a champion of transferring officers. By an average of 50 bureaucrats each month transfers takes place. The urgent need of transfers at such a figure are not logical but are essential for the state government. No explanation regarding the insane shuffling has ever been given .
Sanjeev Bhat , the suspended IPS officer was present during the meeting held by Narendra Modi during Godhra kand and later filed an affidavit against Modi for taking bias actions at the time of riots. He put it as the 'state sponsored riots'. He is paying the price of his course of action. this set back is not just to one officer it affects in a way that in a similar situation for another officer it would be a very difficult decision to do the right thing knowing the consequences.
It is a paramount requirement of the current scenario to free bureaucracy from hindrances and hurdles for its proper functioning. A fixed tenure of no transfer before 2 years is not enough if an officer is kept suspended for one and a half year. Civil services are to serve the people of India and it would be great if they are made to do just that and not the pleasing of the politicians.
